Klaus Hornetz Calls for an All - Inclusive Health Policy Framework Process

“The health policy framework is not a document that is being conceived and designed in Afya House only, it is owned by the Kenyan people and I think the process must reflect this.”

Dr. Klaus Hornetz, the outgoing Programme leader of the GIZ Health Sector Programme in Kenya strongly believes in an all inclusive process towards the writing of the new Kenya Health Policy Framework. In an interview with Olivia Okech, Communication Officer of the GIZ Health Sector Programme, Dr. Hornetz explained that “policy frameworks are about values, and a nation can only move forward if there is an agreement between the different interest groups in society, about the different values and this is in the level of culture, this is in the level of ethnicity, is on the level of how to bridge the gaps between the different provinces and regions.”

As he leaves Kenya for a different assignment, Dr. Hornetz talks about his experience in the health sector in the last six years. This interview contains his thoughts and experience on how Kenya is fairing in reference to the Paris Declaration, the role of private sectors in healthcare delivery, the road towards achieving vision 2030, cooperation among development partners, among other issues, including his personal experiences of living in Kenya and his next steps.
